Received his law degrees from the Instituto Tecnológico y de Estudios Superiores de Monterrey (1985) summa cum laude and from the Columbia University School of Law in the City of New York (LL.M.) (1991). Admitted to practice in Mexico since 1985. He is the Commercial Notary Public (Corredor Público) Number 4 for the State of Chihuahua and certified appraiser licensed by Mexico’s Federal Government.

Practice Areas

He has expertise in the fields of Corporate, M&A, Real Estate, construction, mining and natural resources, financing and project development. He has extensive experience in the Mexican automotive industry.

Professional Experience

He has been a consultant since 1985 as legal counsel and business advisor. He was inhouse legal counsel for the Americas Industrial park in 1985. He also acted as consultant and advisor to the mayor of the City of Chihuahua, Mexico in 1985 and 1986. In 1986 he joined the American law firm of Baker & McKenzie where we was elected Principal (capital) partner in 1996.

Publications, Presentations and Articles

Has written several articles and bulletins for the firm including the Mexican section of “Secured Transactions in Latin America”. Also was responsible for the preparation of the Mexican chapter on foreign investment in the CCH reference guide. He has been a speaker in several seminars and conferences in Mexico and abroad. He was an associate professor at the Instituto Tecnológico y de Estudios Superiores de Monterrey (1986-1992) and associate visiting professor at its graduate program in 1995 and 1996. He has also written several articles about real estate legal framework and development.

Professional Affiliations

He is the past Chairman of the Economic Development Council in Cd. Juarez (2006-2008), former Chairman of the Council for the Economic Development for the State of Chihuahua, Member of the Mexican National Association of Corporate Counsel, Chihuahua Section and past Chairman of the Mexican Institute of Financial Executives. In his role as Chairman of Desarrollo Económico he lead the 60 businessmen member private sector organization in promoting public policy that has a positive impact in the Juarez-El Paso region’s economic development thus improving the quality of life of the people.
